Medical and Molecular Laboratories Limited (MML) has officially been awarded the role of Technical Service Provider (TSP) for Angola’s Integrated Sample Referral System (SRS), following a competitive procurement process under UNDP-AGO-00169, dated 30 January 2025. This strategic partnership marks a significant milestone in strengthening Angola’s diagnostic infrastructure and advancing equitable access to healthcare services.
What Is the Sample Referral System?
The Sample Referral System (SRS) is a coordinated framework that enables health facilities or laboratories particularly those in remote or resource-limited settings—to safely and efficiently send patient specimens to higher-tier laboratories with the capacity to perform specialized or complex diagnostic tests. This system is designed to:
- Ensure safe and standardized sample handling
- Reduce diagnostic turnaround times
- Improve access to accurate test results and timely treatment
- Facilitate continuity of care across the health network
By bridging gaps in laboratory capacity, the SRS plays a critical role in improving disease surveillance, patient outcomes, and overall public health resilience.

Scope of Work
Under this contract, MML will lead the optimization of the integrated specimen referral system across three key provinces: Cuanza Sul, Bie, and Benguela. The scope of work includes:
- Updating national guidelines, SOPs, and referral protocols
- Training laboratory and health facility personnel
- Strengthening sample transportation logistics and cold chain systems
- Improving mechanisms for timely result return and data sharing
- Establishing performance indicators to monitor system effectiveness
- Developing a sustainability plan to ensure long-term impact
This initiative is aligned with Angola’s broader health sector reform agenda and UNDP’s commitment to inclusive, resilient, and digitally empowered health systems.
